Subsoil licensing

BASIC FIELDS OF WORK:

– Evaluation of efficiency of license system of the subsoil.
– Making of licensing programs of the subsoil of KhMAO – Yugra.
– The analysis of the status of licensing of the subsoil, dynamics and basic tendencies of involvement of subsoil areas in the licensing, efficiency of holding of subsoil license auctions on the territory of the Okrug.
– Monitoring of companies-subsoil users activities and fulfillment of terms of subsoil use of allocated subsoil reserve fund.

Making of licensing programs of the subsoil of KhMAO – Yugra:

• development of annual licensing programs of the unallocated subsoil reserve fund, long-term comprehensive programs for the development of some areas;
• preparation of areas of the unallocated subsoil reserve fund which includes the evaluation and characteristics of the state of geological study, recourse base, state of production infrastructure, the characteristics of land reserves and environmental restrictions of the subsoil use of the areas;
• development of special conditions of the subsoil use taking into account special, social, economic features.

The preparation of offers of the Government of the Autonomous Okrug in terms of granting of rights of the subsoil use of new areas is ensured by the fullness of the geological and geophysical materials and documents; the research and analytical competence of materials of licensed areas of the subsoil in terms of the correspondence of licensing programs with state programs of the development of mineral raw material base.

The analysis of the status of licensing of the subsoil

Every month the subsoil licensing and fulfillment of terms of the subsoil use in licensed areas with long-term and short-term licenses are monitored.

Impartial geological-economic evaluation of allocated subsoil reserve fund which fields are developed and planned for the development is an integral and the most important part of the process of exploration and development of subsoil.

Competence and qualification of specialists, rich information base and modern software allow carrying out multivariable economic calculations, which increases the objectivity of the obtained estimates.
